RC ZELDA launches the project on the development and implementation of the support person service

We are happy to announce that RC ZELDA has won the public procurement announced by the Ministry of Welfare on February 16, 2017 “Development of the description, organization and financing procedure for the support person service, implementation of the support person service pilot project and evaluation of the results of the pilot project”.

Supported decision making is a legal mechanism, that is an alternative  to limiting of legal capacity. It means that the person is able to maintain his or her capacity in full or in part, but it is determined in what areas and  to what extent the person needs support. The role of the support person will be to help a person with intellectual and/or psychosocial disabilities to plan and make decisions about his/her life, health or social care, finances and property.

The project was launched on July 1, 2017, and will be implemented in three stages:

– During the first stage, RC ZELDA will develop a description of the support person’s service description, organization and financing procedure and implementation mechanism;

– During the second phase, a pilot project will be implemented, in which the mechanism of the support person’s service implementation will be tested and 330 persons with intellectual and/or psychosocial disabilities throughout Latvia will be able to receive support person’s service for 24 months.

– During the third stage, the results of the pilot project will be evaluated, methodological materials will be developed and proposals for further development of the normative acts will be supported for further implementation of the support person service.

The project will be implemented in all planning regions of Latvia during the period from July 1, 2017 till November 30, 2020.
